Israel's cardiovascular research environment is shaped by sharp rural-urban gradients: 92 percent of the population lives in three metropolitan districts while the Negev and Galilee regions contain large Bedouin and Arab communities with documented gaps in echocardiography access. Research teams must therefore document recruitment strategies that reach primary-care clinics outside Tel Aviv, Haifa, and Jerusalem.
Rural-urban-first applications require evidence that at least 25 percent of planned participants will be drawn from development towns or unrecognized villages. Protocols must address Hebrew, Arabic, and Russian translation needs and must budget for transportation vouchers because public transit between peripheral clinics and central imaging facilities can exceed two hours.
The funding supports partnerships between Israeli universities and regional health organizations that already operate mobile diagnostic units. Reviewers examine whether proposed statistical analyses stratify outcomes by district to capture variation in hypertension control rates that differ by as much as 18 percentage points between central and peripheral districts.
Eligibility further requires that the Israeli principal investigator maintain an affiliation with a Council for Higher Education-recognized institution and that the budget separate domestic travel from international collaboration costs. Applications that treat the country as a single homogeneous population fail initial technical review.
