Fit assessment therefore favors proposals that designate one Israeli and one neighboring-country clinical site with existing joint research ethics approval. The Middle East Health Cooperation narrative must quantify the number of joint case reviews projected per quarter and attach the ethics committee letter. Unlike Compact-nation applications, Israeli submissions must also budget for Arabic-language translation of all simulation scenarios and consent forms, as Hebrew-only materials fail Ministry review for regional use.
