Readiness Requirements for Israel Innovation Hub Projects

Applicants must already operate an accelerator or incubator recognized by the Israel Innovation Authority and possess an active portfolio of at least eight early-stage companies with documented IP filings. Proof of prior successful exits or follow-on funding rounds totaling $4 million is mandatory.

Sector and Infrastructure Constraints

The hub must locate within the boundaries of one of the 22 designated innovation districts listed in the 2023 national smart specialization strategy. Available lab space in those districts shows occupancy rates above 92 percent, requiring applicants to secure contingent leases before submission. Workforce data from the Central Bureau of Statistics indicate that only 11 percent of computer science graduates in 2022 were Arab citizens, prompting explicit recruitment targets for that demographic in any training component.

Implementation Approach

Budgets cap overhead at 12 percent and require matching funds from the Office of the Chief Scientist or the Binational Industrial Research and Development Foundation. Quarterly milestone reviews use the same milestone templates already employed by the Israel Innovation Authority, allowing integration with existing portfolio management systems. Unlike programs in neighboring jurisdictions that allow broad use of funds for physical plant, Israeli submissions must demonstrate that at least 60 percent of expenditures support equity-free mentorship and prototype development for portfolio companies.
