Israel’s agricultural sector consumes 50 percent of national water resources while facing annual precipitation variability that can exceed 30 percent between drought and normal years. The Negev desert and Jordan Rift Valley regions together account for 60 percent of irrigated cropland yet receive less than 200 millimeters of rainfall annually.

Drip irrigation technology developed domestically now covers 75 percent of irrigated land, yet many smallholder operations in the Arava valley still operate older systems with 25 percent higher evaporation losses. The national water carrier system moves water from the Sea of Galilee southward, creating dependency on a single conveyance route that requires continuous energy inputs.

Workforce constraints include a shrinking pool of agricultural engineers and technicians as the average age of farm operators exceeds 55 in peripheral regions. Research institutions such as the Volcani Center maintain advanced desalination and wastewater reuse programs, but scaling these to smaller enterprises requires additional engineering adaptation.

This funding supports early-stage proposals that develop or adapt water-saving hardware or management software for use by the 15,000 farming households outside the main cooperative networks. Applicants must include performance data from field trials conducted under Israeli climatic conditions.

Proposals receive stronger consideration when they address integration with existing Mekorot water utility metering standards and demonstrate reduced energy demand compared with current center-pivot systems in the Negev.
