These differences require explicit stratification during model training.

Transportation infrastructure supports rapid sample movement between the 22 hospitals in the central region but extends to 90 minutes from some Bedouin communities in the south. Broadband reaches 96 percent of households nationally yet drops to 71 percent in certain Arab localities, constraining real-time data feedback loops.
