Palestinian media initiative applications inside Israel are routed through an initial security and licensing screen administered under the 2017 Audio-Visual Content Law and the 2021 amendment governing cross-border digital distribution. Projects must register the production entity with the Ministry of Communications and obtain a separate permit from the military liaison office when filming occurs within 10 kilometers of the Green Line or in Area C.
Budget submissions require itemized costs for Arabic-language closed captioning and Hebrew subtitles that meet the Israel Broadcasting Authority accessibility standards. Applicants must also demonstrate that post-production facilities are located within the 1949 armistice lines or in East Jerusalem neighborhoods holding valid municipal filming permits.
Reviewers compare proposed distribution plans against the reach of the two licensed Palestinian television channels operating under Israeli frequencies and the limited FM spectrum allocated to East Jerusalem stations. Plans relying solely on satellite or internet distribution must include written agreements with at least one domestic cable provider serving Arab localities inside Israel.
Funding requires proof that key crew members hold valid Israeli press cards or recognized international credentials; foreign nationals must attach copies of their entry permits valid for the full production calendar. Proposals lacking these credentials are rejected at the administrative stage.
This licensing and frequency-allocation process differs from those applied in the West Bank or Gaza programs because productions inside Israel fall under direct jurisdiction of the Israeli communications regulator rather than the Palestinian Authority or Hamas media commissions.
