Existing Judaic studies centers possess strong infrastructure but lack equivalent depth in comparative analysis with South and Southeast Asian ethical systems.

Workforce constraints include a shortage of scholars fluent in both classical Hebrew philosophical sources and Austronesian or Micronesian oral traditions. Broadband and library resources are concentrated in the Tel Aviv–Jerusalem corridor, leaving peripheral campuses such as those in the Negev with weaker access to digitized manuscript collections.

Readiness requirements therefore mandate that applicants already operate joint appointments with at least one East Asian or Pacific research partner and demonstrate two years of prior co-authored publications. Budgets must reserve 25 percent of funds for reciprocal faculty residencies rather than one-way travel.

Institutions without existing ethics-review protocols for handling restricted traditional knowledge are considered unprepared regardless of their overall research output.
