Israel fisheries management grants require demonstration of Mediterranean-specific data access because the country’s 200-nautical-mile exclusive economic zone borders both the Gaza Strip and Lebanese waters. The Mediterranean fleet comprises 380 licensed vessels, 70 percent of which are small-scale trawlers or purse seiners operating from Ashdod and Haifa. Catch data are collected through the Department of Fisheries and Aquaculture but exclude landings at unauthorized Gaza-adjacent jetties.
Applicants must hold current permits from the Israeli Ministry of Agriculture to access vessel monitoring system archives. These permits mandate that published coordinates be aggregated to 10-nautical-mile grids to satisfy national security review. Proposals omitting this aggregation step are returned for revision.
Israel’s Mediterranean coastline spans 190 kilometers with no natural harbors between Ashkelon and Herzliya. This geography concentrates 85 percent of commercial landings at two ports, creating single-point data vulnerabilities during seasonal storms. Journalists must budget contingency transport to secondary landing sites in Cyprus or Greece when local facilities close.
Eligibility further requires letters from the Israel Oceanographic and Limnological Research institute confirming access to the 24-station trawl survey series that began in 1990. Applications without these letters receive zero points on the data-quality criterion.
Unlike applications focused on Pacific tuna, Israeli proposals must address the 2022 Israel-Lebanon maritime boundary agreement and demonstrate how reporting will reconcile Israeli catch records with Lebanese submissions to the General Fisheries Commission for the Mediterranean.
