Grant Overview
Israel requires operational plans that account for arid-zone constraints on hands-on environmental education. With 60 percent of land classified as desert and average annual rainfall below 250 mm outside the north, school gardens and field sites demand irrigation systems using treated wastewater or desalination sources. Proposals must demonstrate access to Ministry of Agriculture permits for such infrastructure before equipment purchases.
Workforce constraints include a shortage of certified environmental educators outside the central region; northern and southern districts report 40 percent fewer qualified instructors per school. Projects must therefore include training modules for existing science teachers using curricula already approved by the Ministry of Education's environmental studies supervisor.
Readiness documentation requires proof of site access agreements with regional councils and confirmation that transportation routes avoid active security zones. Budgets may cover shaded outdoor classroom structures rated for 45-degree Celsius conditions but must exclude items already supplied through national desertification research grants. Unlike programs in neighboring Jordan, Israeli submissions must reference compliance with domestic water allocation rules administered by the Water Authority rather than bilateral treaty language.
