Application requirements include a one-page equipment allocation table listing each recipient startup by name and sector, plus confirmation that devices will run open-source development environments compatible with the Authority's preferred stack. Budget appendices are waived; reviewers instead verify that no more than 10 percent of requested units will serve administrative functions.

Fit assessment favors organizations already embedded in the national startup ecosystem, such as those with prior participation in the 8200 Accelerator or Technion entrepreneurship programs. Proposals from entities lacking documented ties to these networks are returned without scoring.

Unlike applications submitted from neighboring jurisdictions, Israeli filings must reference the Innovation Authority's annual report on peripheral district underrepresentation and include a signed commitment to report device utilization metrics through the Authority's online portal within 90 days of receipt.

This eligibility framework channels equipment toward ventures positioned to scale nationally rather than diffuse distribution across established central-region nonprofits.
