Organizations based in Tel Aviv or Jerusalem typically meet this threshold because they maintain standing contracts with Hebrew-language publishers. Groups located in the periphery must document that they have secured equivalent co-publication agreements, which often requires additional legal review time.
Infrastructure constraints include the requirement that all digital files be hosted on servers physically located inside Israel if they are to receive the standard Ministry of Culture content-distribution subsidy. Applications that propose offshore hosting must show that the chosen jurisdiction has a data-transfer agreement with Israel.
Demographic distribution affects readiness. The grant weights applications higher when they include plans for Arabic-speaking communities inside Israel, because those populations represent an additional translation vector beyond the English-Hebrew pair. Applicants must list the specific municipalities where Arabic-accessible versions will be promoted.
Unlike projects in neighboring jurisdictions, Israeli submissions must also include a separate intellectual-property schedule confirming that no work will be translated from languages under active boycott restrictions maintained by certain Israeli institutions.
