Sites must demonstrate existing DICOM connectivity and a minimum annual retinal imaging volume of 5,000 scans.
Infrastructure constraints include limited clinic space in peripheral hospitals and competition for server capacity within the national health maintenance organizations. Workforce limitations appear in the shortage of certified retinal graders outside the Tel Aviv and Haifa metropolitan areas. Projects therefore prioritize deployment of validated algorithms that reduce manual grading time by at least 40 percent.
Readiness requirements include an executed data-sharing agreement with the Ministry of Health's digital health division and proof of ISO 27001 certification for any local server. Applicants must also submit a validation study using at least 1,000 de-identified Israeli patient images before full rollout.
Operational plans specify how the new workflow fits into existing ophthalmology appointment slots without extending wait times. Training is limited to two full-day sessions for current technicians rather than hiring additional staff.
